WHO WE ARE
We are the Claveria GAD Focal Point System (GFPS), the dedicated institutional mechanism of the Local Government Unit mandated to catalyze and accelerate gender mainstreaming within our municipality.
Reorganized under Executive Order No. 13, Series of 2025, our team is led by our Local Chief Executive, Hon. Mayor Karen M. Ballesteros, who serves as the GFPS Chairperson. We are a multi-sectoral body composed of Department Heads, Sangguniang Bayan Members (Committees on Women/Family and Finance), and representatives from the Philippine National Police (PNP) Women’s Desk, the Department of Education (DepEd) District Supervisors, and Civil Society Organizations representing farmers and women.
Our technical operations are driven by a Technical Working Group (TWG) chaired by Mr. Cris Anthony S. Alzado (HRMO II / GAD Focal Person), ensuring that gender perspectives are integrated into all aspects of local governance.
OUR MANDATE
Our existence and functions are grounded in Republic Act No. 9710 (The Magna Carta of Women) and the PCW-DILG-DBM-NEDA Joint Memorandum Circular No. 2024-01. We are tasked to pursue Gender Mainstreaming as a strategy to promote and fulfill women’s human rights and eliminate gender discrimination in Claveria’s systems, structures, policies, programs, and processes.
OUR MISSION
To transform Claveria into a Gender-Responsive LGU (GeRL) where basic services—from health and agriculture to infrastructure and social protection—are accessible, affordable, and sensitive to the distinct needs of all Claverianos, regardless of gender.
WHAT WE DO
Guided by JMC 2024-01 and the GeRL Assessment Tool, our core functions include:
Gender-Responsive Planning & Budgeting: We spearhead the preparation of the annual GAD Plan and Budget (GPB), ensuring that at least 5% of Claveria’s total budget is allocated to programs that address priority gender issues, such as maternal health, economic empowerment, and anti-violence initiatives.
Policy Formulation: We assist the Sangguniang Bayan in crafting the GAD Code and other gender-responsive ordinances to advance the status of women and marginalized sectors in the municipality.
Data & Evidence: We lead the establishment and maintenance of the GAD Database to ensure that our local plans are based on accurate sex-disaggregated data (SDD) regarding the demographics and economic status of our constituents.
Capacity Development: We organize training programs (Gender Sensitivity Training, Gender Analysis) for LGU employees and barangay officials to ensure that the entire bureaucracy is capable of delivering gender-responsive services.
Monitoring & Evaluation: Through our Monitoring & Evaluation (M&E) Team, we assess the effectiveness of our programs and the functionality of our GFPS using tools like the Harmonized Gender and Development Guidelines (HGDG) , GeRL Assessment Tool and GFPS Functionality Assessment Tool (GFAST).
OUR COMMITMENT
We are committed to addressing the needs of the marginalized sectors in Claveria by focusing on:
Safety & Security: Strengthening the LCAT-VAWC and ensuring functional VAW Desks in all barangays to combat gender-based violence.
Health & Well-being: Improving access to reproductive health services and maternal care through the Municipal Health Office.
Economic Empowerment: Providing equitable access to livelihood trainings and agricultural support for women farmers and fisherfolk.
